That's exactly right! I mean, trainers are supposed to work on getting all the badges and catching and training the strongest Pokémon. And breeders are supposed to work towards powerful breeding combinations and what not but nobody actually enforces this. You aren't going to get sent back home if you don't do it or anything like that.

Maybe "supposed to" was the wrong word to use. "Strongly encouraged" probably would have been better.
