Didn't you just answer your own question, though? As tenacious as normal bugs may be, if you set them on fire they generally die, while these can withstand far more than insects you or I may be used to. If the Grass-types here were so easily damaged, then sending them out in Hail conditions should have far more adverse effects than it does, shouldn't it?
