I think it's not so much what people think and more just basic human decency. Most people want to believe there's good in others, whether they actually believe it or not - no matter what was done to them in the past, people tend to not want to see others suffer. I'm not saying it never happens, because I know it does - but for the most part sane people who have any sort of decency don't like the idea of letting others suffer, whether it's through guilt or otherwise.
